Receipt fraud: the blind spot in French works-council (CSE) subsidies

    By Anthony Osmar8 min read

French works councils (CSE) act as a safety net: holiday subsidies, sports memberships, cultural subscriptions, kids' camp reimbursements. In return, one simple rule — a receipt proves the expense. That trust just cracked.

AI image generators have made undetectable fake invoices accessible to anyone. According to an AppZen report cited by the Financial Times, 14% of fraudulent documents submitted in late 2025 were AI-generated — a share that was essentially zero a year earlier. A TechFinitive survey found that nearly one third of finance professionals doubt they could spot an AI-generated receipt. CSE representatives — often volunteers, rarely accountants — process hundreds of receipts a year.

Six faces of CSE benefit fraud

    • The synthetic fake — an invoice fully fabricated by AI, with plausible vendor, dates and amount.
    • The invented service — a sports membership or holiday rental that never happened, or with an inflated amount.
    • The duplicate — the same receipt submitted twice, or across multiple schemes.
    • The phantom booking — a stay booked online, subsidy claimed, then the booking cancelled at no cost.
    • The fictitious beneficiary — imaginary children to inflate family benefits, or a relative's receipt claimed as one's own.
    • The ceiling-matched amount — a total edited to hit the subsidy cap exactly. Perfectly round totals are a classic marker.

Why volunteer checks are no longer enough

A volunteer receiving hundreds of receipts can't verify each one by hand — nor guess that a gym doesn't exist at the stated address, or that an invoice was computer-generated. OCR reads a document faithfully but doesn't authenticate it: a well-built fake provides exactly the expected fields. Reading and authenticating a document are two different operations.

    How EVA secures CSE reimbursements

EVA is Tevasoft's receipt-audit engine. It never trusts a single signal — every document is cross-checked against independent verifications:

    • Forensic image analysis — provenance metadata (C2PA), pixel-level inspection, copy-paste artefacts.
    • Issuer verification — SIRET, VAT number, and address matched against official registries.
    • Duplicate detection across all employees and schemes.
    • CSE rules & URSSAF thresholds — nominative benefits, caps, activity eligibility, proof of payment.
    • Archivable audit trail — every decision preserved with its receipt, ready for URSSAF inspections.
