2026 URSSAF scale: the expense thresholds to turn into control rules

    By Damien Morvan7 min read

Why these thresholds are the best basis for your control rules

An expense report isn't only about reimbursement: it also has consequences for social contributions and VAT. When an employer pays a flat-rate allowance above the ceilings set by URSSAF (the French social-security collection body), the excess is added back to the contribution base. When a gift exceeds the tax threshold, VAT is no longer recoverable.

These ceilings have a rare advantage in expense control: they are numeric, public and mechanical. They are the first rules worth automating, before the subtler cases of fraud or inconsistency.

The 2026 meal amounts to know

The following allowances apply per meal since January 1, 2026:

€21.40restaurant meal, employee on a business trip
€10.40non-restaurant meal, employee on a business trip
€7.50meal at the workplace, when working conditions require it

The applicable ceiling therefore depends on the context of the expense: the same meal line is not controlled the same way depending on whether it was incurred on a trip, at a restaurant or on site. A control that only knows the amount, without the context, misses the essential.

One useful precision: these amounts are exemption ceilings for flat-rate allowances. For reimbursement on receipts, the scale remains a relevant reference for your internal policy, provided the receipt proves that the expense was real and business-related.

    Long-distance assignments: accommodation and degressivity

The long-distance regime applies when the employee cannot return home in the evening: at least 50 km between the workplace and home, and a public-transport journey longer than 1h30. Both conditions are cumulative.

    Situation2026 ceiling
Accommodation + breakfast, Paris and inner suburbs (months 1 to 3)€76.60 per night
Accommodation + breakfast, other cities (months 1 to 3)€56.80 per night
Meals on a long-distance assignment (months 1 to 3)€21.40 per meal
Meals from month 4€18.20 per meal
Accommodation Paris and inner suburbs from month 4€65.10 per night
Accommodation other cities from month 4€48.30 per night

Degressivity is what manual checks miss most often: you need to know how long the employee has been on assignment at the same site to apply the right ceiling. That information is almost never on the expense line itself.

Gifts: two distinct thresholds, not to be confused

Gifts fall under two different logics that expense policies often mix up:

    • Client gifts (tax): VAT remains recoverable as long as the gift's value does not exceed €73 including VAT per recipient per calendar year. The threshold accumulates over the year: what counts is the total offered to a single client, not each gift taken alone.
    • Gifts and vouchers to employees (social): URSSAF tolerates exemption up to 5% of the monthly social-security ceiling per employee per event, about €200 in 2026, for recognized events (Christmas, birth, marriage, back-to-school, etc.).

The two thresholds apply independently. A gift can be compliant socially and still cost you the VAT, or the other way round. For works-council (CSE) reimbursements specifically, see our article on structuring the control of ASC reimbursements.

    Six rules to automate now

Here is how to translate these thresholds into concrete controls:

    • Meal ceiling by context: distinguish restaurant on a trip, non-restaurant meal and on-site meal, and apply the matching ceiling.
    • Trip consistency: a meal declared "on a trip" with no mission, journey or accommodation the same day should be flagged.
    • Accommodation ceiling by zone: apply €76.60 or €56.80 depending on the city, accounting for degressivity after three months.
    • Gift accumulation per recipient: add up over the calendar year, across all expense reports, to spot when €73 incl. VAT is crossed.
    • Benefit accumulation per employee per event: track total vouchers and gifts against the 5% threshold.
    • Receipts and duplicates: check that the receipt really proves the expense and hasn't already been reimbursed, see our article on duplicates.

Why manual control struggles with these rules

These rules share one feature: they require matching information that isn't on the same line. The annual cumulative per recipient means finding every gift given to the same client across dozens of expense reports. Degressivity means knowing the length of the assignment. No controller can do this from memory across all expenses.

This is exactly where automation adds the most, without replacing human judgment: the machine applies the rule everywhere, and people decide borderline cases and legitimate exceptions. On that balance, read control stays human.

⚠ Before you lock in your rules

Scales are revised every year, and some situations (collective agreements, company agreements, specific assignment cases) change the applicable ceilings. Have your rules validated by your payroll team or accountant, and plan an annual review.
